Implications of the Church of England's Child Protection policy for ringing.

The Central Council of Church Bell Ringers is committed to the protection of young ringers and fully supports the principles of the House of Bishops' Child Protection Policy. However, we believe the procedure for the appointment of volunteers and employees (P3.3) as applied to bell ringers will adversely affect recruitment leading to the long-term detriment of ringing and the Church's mission to young people. The procedure gives precedence to bureaucracy over good practice in terms of practical care of young people and it is impractical to implement.

The Central Council has published its own guidelines which cover the appointment of those with responsibility for tower management and training, and sensible procedures for the day to day management of the tower in respect of protection and development of young people. These guidelines are consistent with the principles espoused by the House of Bishops' policy. The Central Council recommends and encourages adoption of its guidelines by dioceses as a practical measure to protect young ringers and maintain the open, welcoming and friendly environment that has characterised church bell ringing for many years.
